It is explained late in the anime as

He is Yue one of the gardain of the cards and his magic powers makes others with magic powers become drawn to him
Where as before the second session it looks like Li is a bit gay for him

I think the fact that the main character diein (ok ok she was already dead)and comin back to life should at least of been explained in the first ep
Damn missing plot details like that makes me RAGE more than the Cardcaptor Sakura dub

does lucky☆star and the melancholy of haruhi suzumiya have some kind of connection?
i been seeing pics with konata with haruhi, vid of haru☆star, not sure about this 1 but i think there is an episode with haruhi and the rest of the crew from the sos brigade club in one of the episodes of lucky☆star i saw but it was only a small section of it.
im so confused!

Yes they do, they were both published by the same company and both Konata and Haruhi were voiced by Aya Hirano. There's is also another couple of connections that I can't think of at the moment, but that's a few.

Upon wonderin why ther hasnt been a subbed episode of Penguin no mondai for a few months

But yeah, he's gone, and so we don't even have a translator to work on it.
Sooo... project is dropped. If there is some translator out there that would like to work on the show... maybe we'll continue with it. But odds are... well, we haven't found anyone yet. Doesn't seem like we will anytime in the future.
Episode 12 is still missing a line. I doubt we'll ever find anyone to translate that one line... so I doubt we'll release that episode.
Sorry to anyone that enjoyed it. :/
