You mean who would WIN a fight? I would say lucas because he has a few better moves than Ness, for example Ness has that stupid yo-yo that is so weak.

Lucas is mainly slower than Ness (in terms of attack speed). However, the real question here is, who's the better player?

When I've fought Ness, I've been able to stand a chance, but when I fight a Lucas, I never hit the floor.

In SSBB? Lucas, but in the Earthbound universe, Ness hands down lol

I main both of them, I should know.

Lucas is definitely better in 4player battles for a few reasons,
but Ness is much better for 1v1 90% of the time.
I guess I'm more in favor of Ness,
but they're both near equally matched.

Lucas' PK thunder alone has more Knockback/KO potential than Ness' and his PKbomber/PKT2 has more range and accuracy.
On the other hand, Ness can pull off PKbombers much quicker since his PKT moves almost twice as fast and that has more KO potential at close range.

That's just one comparison though.
They're basically both awesome characters in Brawl if you know what you're doing; though their movesets are similar, there's totally different tactics in using them well.
