I JUST realized (yeah, I'm pretty stupid that way  ) that both Ness' and Lucas' PSI Magnet slows them down in the air...
So why not use it like Mario's cape?

Mario's cape is used to stay in the air longer. PSI Magnet makes people slow down in the air.
Besides, at any percentage, I'd take absorbing projectiles over reflecting them any day.

Another point is that Mario Cape also turns the opponent the other way. I haven't really tryed Lucas or Ness to see how it works, does it just slow their fall rate down or does it push them in their facing direction also?

people dont use it to recover because you have no control over your character while they are in it. so while yes you are moving down slower, your still going straight down which doesnt help you at all

Actually, you can slide slightly if you do it correctly, using PSI magnet will make you soft of slide in the air and if you use it over and over while moving in the air you will go further, though you have no control while using it.

Also id like to note, that its almost impossible to do without setting the C-stick to special. using a double jump and starting moving horizontally at the top of the 2nd jump, lucas's normal distance is about a little more than halfway across FD. But using this trick i can almost reach the edge of FD with a double jump. You have to use it at the right time though, spamming it over and over will cause you to stop and just fall, i only used PSI magnet about 3 times to get that far.

theoretically, you COULD used it to slow down (horizontally) when blown off the stage, then recover vertically.
