While I honestly think that there are no tiers in Brawl (Yeah yeah, flame me and shit, but honestly, this is the best balanced Super Smash Brothers created thus far. Melee, undeniably, had tiers. Brawl, does not.)
So, based on my opinion, these are the characters I hate facing most, more likely than not due to annoying/spammable attacks and such:
Pikachu
Pit
Metaknight
Falco
Olimar
ROB
Those are the most annoying characters to face, but not necessarily the top tier. EVERY character can be played effectively, and I've heard people whine about every character (maybe except Mario.)
But I know all of you will insist on there being tiers, so I'll make one to quench my boredom (even though I do neglect the existance of them).
Top Tier:

Pikachu
Marth
Pit
Falco
Pokemon Trainer (Ivysaur)
Ike
Snake

Jigglypuff

I agree for the most part, with the exception of wolf. He's top tier. His aerial moves could be more powerful though.

Top Tier:
Fox
-Very fast, strong, with good range options and good recovery.
Pikachu
-Fast, stronger than appears, good range on smashes, spammable moves (especially thunder), small target.
Marth
-Quick, great range, very strong with tippers, easy to learn.
Pit
-Quick, decent damage, most spammable projectile in the game, multiple midair jumps, can glide, can fly, most annoying character in game.
Falco
-Quick, good damage, great aerials, one of the most useful projectiles in the game, good range options.
Pokemon Trainer (Ivysaur)
-Great range, huge knockback and damage on finishers, bullet seed is nearly impossible to DI out of, great options in any circumstance.
Ike
-Not as slow as he seems, amazingly strong, versatile moveset, very hard to edgeguard against.
Snake
-Very strong, good range, good projectiles, best running attack in the game, can limit opponent's movement.
Olimar
-Can rack up damage extremely quick, great aerials, best range in game when it comes to smash attacks, strong if managed correctly.
Jigglypuff
-This character is unique. The "tier" where this character is placed is completely dependant on how Jigglyballs is played. Me, I'm very good with her, so I put her in the top tier.
Lucas
-Great moveset, very strong smash attacks, good range options, good recovery, all in all better than Ness.
Middle Tier:
DK
Link
Samus (Excluding ZSS)
Kirby
G&W
Luigi
Zelda
Sheik
MetaKnight
Pokemon Trainer (Squirtle & Charizard)
Peach
Yoshi
Ganondorf
Ice Climbers
Wolf
-I didn't put Wolf in top tier because of his low damage/knockback aerials, and his bad recovery. On the ground, he is a great fighter.
Lucario
Ness
-Didn't make it because Lucas is just better.
Wario
Toon Link
Captain Falcon
-I should have put him in just because he has the best taunt in the game.
Low Tier(But still great characters that can rape you hard.)
Mario
-Hard to KO someone with him, bad recovery.
Diddy Kong
-Same problems as Mario, just with a better aerial moveset
King Dedede
-Many consider the worst Brawl character. I disagree, but he is is still low tier because of obvious reasons.
Sonic
-All he's got is his running speed and high priority spinning attacks, which have horrible damage and knockback. Sorry Sega.
Bowser
-Compared to Ike and Ganon, Bowser is just lacking in every department.
Zero Suit Samus
-She's like Metaknight, except she has even LESS viable moves to KO someone.

Sorry for posting that again, I'll make my own thread in the appropriate forum afterwards. I didn't put Toon Link as top tier because Link is better, but Link is still not a top tier.
Also, before any flames are made, remember that I think every character can be played equally well, and I made this based off of what I've seen.

Definately not running speed, lmfao. I meant with his SideB grab and his DownB kick he has faster range options than Bowser.

I agree with you when you said it's hard to KO with Zero-Suit, but it's definitely not as hard as it is with Sonic and Diddy Kong. And actually, she has 2 good strong finishing attacks- Her Forward-B and Air-Up. Those will get the job done, and sometimes you can KO people with you smash attack....if your on the very edge of the stage. I say Zero-Suit is High tier (not top, high)

You do realize it's better to just place characters according to general opinion, because everyone has faced different enemies and has had different experiences. Personally, I can't see ganondorf as anywhere but low tier, but that's because I've never fought a good ganondorf.
If you really want people to be objective about tiers (which I still say don't exist), you'd have to consider speed, strength of attack, speed of attack, lag, throwback, special moves, recovery, difficulty to handle, aerial moves, priority of moves, versatility, weight, floatiness, range of moves, lag of moves, size, side-effects of certain moves.
So if you really want to go ahead and do objective tiers, have fun. It might take a while, considering there are 39 different characters including ZSS, Sheik, and the three pokemon.
Even worse if you want to figure Olimar out....then you have to consider each pikmin.

Everybody with a brain will say that Toon Link is far better than Link. He has better speed, better aerials, better jumping ability, and a better Ranged arsenal than Link does.

My top tier characters:
Ganondorf - His moves are quickly executed (with the exception of the ones that require serious warm up like his strong up + a and warlock punch) and are extremely heavy. He can easily get low % KOs. His aerials are also devastating.
Ike - Pretty much the same as Ganon. You chain his quicker attacks with his slow, strong ones for incredibly easy KOs. Also has a nice counter move, and his up + B will make mince meat out of anyone who tries to edge-guard this guy. Also has a very fast running speed for such a heavy character.
Jigglypuff - If used right, Jigglypuff is a powerful character. Her aerials can be chained indefinitely, especially with her quick air speed. She's also powerful and has more range than she appears to have. Most of all, she's seriously underestimated by many, so you have the edge.
Cpt. Falcon - Other than his amazing taunts, Falcon is definetely top tier in my book. I like to call his playing style "drift combos". Because of his fast running speed, you can chain the slide at the end of his runs with smash attacks and other moves, and then chain those with his powerful aerial moves for massive damage.
Wolf - Pretty much the same as Captain Falcon. Chain his powerful ground game with decent air game and you can really overwhelm someone.
Samus (Suit) - You can annoy the crap out of people with a constant barrage of missiles and beam attacks, while they're flipping out trying to block and dodge everything you can go in with her powerful air game and knock them the hell off the stage. Also, Samus is VERY floaty, and has the most satisfying meteor smash in the game.
