IS Roy in Brawl? I've heard that you have to defeat 15 guys in Cruel Brawl after clearing all of the events on the challenge board (or facing someone using random in a normal brawl after the challenge board thing). PLEASE PLEASE PLEASE I need a clear answer.

No he's not in Brawl. Who ever told you that wants you to get extremely frustrated. It's nearly impossible to knock out 5 guys on Cruel Brawl, let alone 15.
