    I've never used Paint or GIMP.
    When it comes to GFX (which is rare for me), I use Adobe Photoshop CS. I'm not very skilled with it though. Only cropping, text and borders.

    I think Gimp is the best. It is often said that it's as powerful and maybe even better than photoshop, and also it's free.
    There're many other free photo editing programs you can try.

    Try Paint.NET (that's what the program is called, not the website)
