    You need to go to Karikoro village [However you spell it]
    And get that Shop opened. It's like a mini quest. Then when the shop is open in Hyrule town you can buy it
    As for the mini quest I dunno [Been a while since I went on it]

    You have to donate 3000 rupees to Malo Mart in Karikoro village to help rebuild the bridge to castle town and to help finance the Malo Mart in castle town.... After that you can buy the armor for 598 rupees
