I beleive you see it once you have all the orbs and are returning them, but Zant comes and steals them...also this is were you are able to switch into wolf form as you please. I'm not positive, but I'm pretty sure.

It was actually right after you collect all the tears of light at lake hylia and kill that giant bug.
