also i see the howling statue across the empty lake at the water ride place how do you get there

You're not 100% clear enough for me to entirely answer your question. I'm not sure if you're actually at Lake Hylia or upriver.

To unfreeze the Zora's, warp to Death Mountain and have Midna grab the big rock. For bonus points, bomb the rock with water bombs to reveal some nice prizes and a trapped Goron.

With regards to the Howling stone where you learn new secrets, I'm not certain which one you're referring to. If you have the armor from Prince Ralis, it shouldn't be any problem to get to anything. If you're having problems because of currents, put on the iron boots and walk underwater to it.
