Help Me - Video Playback

I downloaded some tom and jerry. but when i go to play the video it comes out something like this:

(this was edited in fireworks)


but, if i take a screenshot with vlc media player it doesnt show the lines:

anyone know how to fix this?

I thought u get those lines when your recording a television with a camera or something
