To Negative rep just click the green mushroom and tick the negative rep box,
However, this is no longer possible as lee stated, i0n remvoed this feature due to complaints, miss use and such.

People are very rep hungry, negative repping would ruin people's day methinks. I feel like it shouldn't be a problem if all the "balances" are put in like they are with positive rep so you can't neg rep someone more than once for a few weeks or something and if you negative rep so many people over a certain period of time. But I don't know what the exact complaints were exactly so maybe it was an issue.
