    most ppl use photoshop.
    Wii games: Super Mario Galaxy, Metroid Prime 3, Resident Evil 4, Zelda TP, SSX: Blur, Excite Truck, The Godfather, and Mario Kart Wii
    PC games: Call of Duty 4, Halo 1, UT3, F.E.A.R., and The Orange Box.

    Go to the design lounge. here: http://www.wiichat.com/design-lounge/ and they have tutorials and everything.

    For programs just use any paint shop program. A good free one would be Gimp.

    I would personally suggest using Photoshop for things such as Sigs, but I have heard that GIMP, for a free software, is pretty good.
    But yes, the general procedure involved is putting images together and adding colours and such. You can learn most of the techniques by following tutorials.
