coming from someone who has clocked about 360 hours on diamond, i can tell you: Yes and No.

there are about 490 pokemon you can obtain all together. but you have to play with a certain 150ish pokemon until you beat the elite 4. then you get your pokedex unlocked, and you can find all the pokemon from the other generations [charmander, snorlax, etc].

so, yeah. but you could always buy diamond, go to the trade place and ask someone to egg you a charmander to play with at the beginning

Like Monogarati said the idea is you start the game with 150 new species. Once you beat the Elite 4 it's a good idea to head on over to www.gamefaqs.com they have a rediculously active and fast paced trading board for Diamond/Pearl players - and you can get anything you ever wanted from traders... for a price that is.
