You can play anyone in the world.
For the DS, Clubhouse Games, Star Fox, Animal Crossing, a lot of games coming out use this for the DS now.
For the Wii, Super Smash Bros. Brawl, Battalion Wars 2, and Mario Strikers 2 to name a few that I know.
You need a wireless connection, yes.

to play online you would need a router or to buy the usb connector to be able to connect to the nintendo wifi servers to play online , they have alot of good games likes sovieto said... and you could play anyone in the world randomly or you could connect directly to ur firends DS game to play with them as long as you both have a wireless internet connection

yea.. you need a wireless router, and it seems to me that it can only accept WEP if your router is secured. but if you dont have a wireless router, you need this http://www.gamestop.com/product.asp?product%5Fid=802254
