It's more and more their philosophy (for their own games, 3rd parties can do whatever they want) though these days, stated or not. They did go ahead and publish MP3C--very hardcore niche--but they also refused to advertise it, even though they have cash hemorrhaging from every orifice. It's obviously a decent strategy, if not a very complete one (and not one I'm fond of). If you look at the movie industry, R rated movies on average just don't have the earning potential that the average pixar flick does--because when the kids go, they drag their entire families along with them.
