should i continue battling lv.3 andlower starlies with my lv.14 bagon w// macho brace for speed EV's? or should i use exp.share to make him evolve and then EV train him.. or are EV's shared through exp. share?

the Ev's u get from battling a startly are given to the bagon aswell if its holding exp share. However items such as macho brace will not take effect, so it will still get +1 speed, whereas the pokemon who fought it gets +2 speed. Its best if u get a pwer anklet and fight the fisherman near eterna city who has 6 magikarp and after u will get +60 speed if u include pokerus

Get PokéRus, get the Anklet, and go to Andrew (as Ayo said)
your speed training will be done in about 20 minutes.

Correct Without PokéRus you'll get 30EPs.
