Dont do Psychic. Terrible coverage. Your much better off with Flash Cannon. I dont really think Lucario has enough time to pump up and be a sweeper with Calm Mind unless you Salac it also, otherwise for this set you could always throw some Specs on him.
Also, most dont use Special Sets with Lucario bc his special movepool is completely inferior to his Physical one... To make best use of his moves and abilities, I would recommend a Physical Lucario.

I suppose... IF it has to be a special set, then I guess that would be the one to use.. Otherwise replace Flash Cannon with Calm Mind and throw a Salac on him.
But... To make it easy, you could just replace all those moves with a banner that says "I run a Sp Atk Lucario... Someone shoot me"

True, his movepool does basically suck, but his Spc. Attack is 5 more, but that doesn't make a big difference.

Nono, berries are anything but useless; situational, but in the lead metagame, brilliant. Heatran with a ground-resist berry set up SR, and may have the chance to Explode, OHKO back, or atleast survive another day. Fire resist berry-Metagross can set up screens, explode, 2HKO almost anything that threatens it with fire attacks, and SR with much ease. Otherwise, though, yes, nearly any item (offensive or defensive) surpasses a berry. Berries are only useful for a specialized late game sweeper (albeit risky, though, with Sandstream/Snow Warning everywhere), or for an anti-metagame lead.
Actually, restalk 'Champ is pretty effective; very hard to kill and all the while dishing out damage, as well as absorbing sleep, he has good uses. Ofcourse, so does Scarf/Band 'Champ, but this set works nicely too.
Item rulings are decided by players/tournament hosts. I used to play with item clause a long time ago (no item duplicates), but I ditched that. The metagame calls for reused items nowadays.

If you're playing in OU, avoid Golem to your death. Ever-common Grass, Water, Fighting, and especially Ground moves ruin him; the slew of powerful special attackers, often armed with Super Effective moves (Grass Knot NP Infernrape, anyone?) will kill him in a handful of turns, almost always one shot.
If you want a rock type, Tyranitar is obviously the best; and if you don't want Sandstream/generic pokes, go for something that's atleast viable like Rhyperior. Golem is crap, to be honest.
EQ and CC sort of contradict eachother's coverage. If I were you, I'd throw on Stone Edge or E-Speed in place of it; E-speed might get a revenge kill on something weakened (with an SD, it won't OHKO things; trust me), and Stone Edge is just a great move for Lucario.
Special Lucario is a powerful specs user, but it's generally inferior to it's physical wall breaking power; make no mistake, the special set is a viable suprise, and is no doubt, powerful.
Psychic and Flash Cannon? Lulz.
Calm Mind is redundant on Lucario, as Storm mentions. Lucario is best used purely special with Specs, obviously leaving no room for CM.
Anywho, there's no room for Dragon Pulse in today's metagame; it's all about HP Ice. It decimates dragons, but D-pulse heavily damages them; but rarely OHKO's, leading to Lucario being OHKO'd himself.
Also, Shadow Ball's the way to go. The Sp. def drop is incredibly handy if you get some hax. Might lead a 3HKO to a 2HKO.

Lucario's Base Atk is 110. His Sp.Atk is Base 115. If both are maxed, that's an 11 point difference, in favor of Sp. Atk, ofcourse.
