RSE gave Jynx new tools just as GSC did; but this time not at such a large cost. Dragon types like Salamence are more common than Dragonite ever was; what better way to dispatch 'em than with a STAB Ice Beam?

Garchomp; the most common Dragon type; either outran Jynx or survived it's Ice Beam thanks to Substitute. An Ice type that can't counter Garchomp is a rather poor one, indeed.

There's not a single ice type in that game that can counter Garchomp. The word you should have used is 'check'. Counter means to switch in while another Pokemon is out, check means to revenge kill. If Garchomp used Dragon Dance or an attacking move while an Ice type switched it, it would turn into a melted popsicle either that turn or the next. Through a hard hitting physical attacker such as Mamoswine or Weavile could switch in if it used Dragon Dance, and hit hard with Ice Shard, unless they have a Choice Band/Life Orb even that won't always OHKO. Mamoswine actually isn't OHKO'd by any attack on some of the sets, but if it even has a little prior damage it's toast.

Also, Jynx's base speed is 5 points lower then Salamences, which means it can't counter or check it. A Choice Scarf Jynx could check Dragonite, but Choice Scarf didn't exist in Gen III, meaning that after a single Dragon Dance Jynx falls to it like a house of cards.

Meanin' a non-Jolly/Timid 'Mence is indeed outspeed by a Timid Jynx. Obviously this means nothin' against DD sets (ain't like Jynx can take any unboosted Physical move on the switch), but it can certainly be used t' revenge kill MixMence or CBMence. Not even a full-proof check if ya don't know it's set, but my point was that Ice type had moar pluses in Gen III than II.

Oh, yeah. I forgot. My point still stands, only with Swords Dance (which does allow Weavile to still outspeed).

And my point was that Jynx doesn't counter/check it that well. I looked at 'Mence's Gen III sets, and I guess it does use +speed natures a lot less often (as in not all the time). But that fact is that more then half the time Salamence is gonna outspeed and kill Jynx. Looking at Bulbapedia, prior to Gen IV Jynx was the only Ice type that could ever outrun Salamence, so I guess that is somewhat of a niche.
