- if you own the same game
- if the game supports online play (see games instruction booklet or back of game case)
- if you both have broadband that's not satellite or some kind of dial-up
the game's instructions will help you connect to your friend

um... I don't mean to be rude, but what would online play be used for OTHER than to play with friends online. I can see Sakurai now:
