Made in the image of Lt. Surges Raichu. Best Pkmn episode.
Raichu:
B: Body Slam: Raichu charges power in its body, then releases it with a shattering impact. Charges for a maximum of 3 seconds, then can be released anytime thereafter. When used, Raichu bursts forward, anything it hits gets stuck in the ground (dont know the term) and deals 10% damage. Charging the move increases the time opponents are stuck in the ground (SITG) Minimum; 1 second. Max; 2.5 seconds. Raichu travels the distance of Fox's Side B, cannot stop until reaches approximate distance.
Side B: Lightning Punches: Like Marths Combo B, multiple presses do multiple hits. Each hit deals 5% damage, with the final hit dealing 7% damage. Total of three hits, total of 17% damage dealt, plus impressive knockback.
Down B: Charge: Raichu stores electrical energy for 3 seconds. Raichu then glows a white color. Charge activates the next time Raichu uses an electric based smash or attack (ex: all A smashes, Side B and Up B) When it activates, it gives the move an extra 10% damage, plus additional knockback. Must be fully charged all at once, otherwise this does nothing.
Up B: Thunder Tackle: Raichu zooms in a given direction via stick or pad, then tackles anything in his way with electrical voltage. This move travels the distance of one of Pikachus quick attacks. Deals 9% damage on impact, plus impressive knockback. Raichu is not invincable during this move.
Final Smash: Final Thunderbolt: Raichu charges power, and blasts lightning from the center of itself. The lightning forms itself in a circle around Raichu, and then expands until it hits the edge of the screen, then it vanishes. Any pokemon hit by this move takes 20% initial damage, plus 5% damage for every second they are caught in the bolt. After the lightning clears, all opponents caught in the blast are stunned for an amount of time depending on how long they were caught in the blast (ex: if they were in it for 1 second, they are stunned for one second. If they were in it for all 4 seconds, they are stunned for a full 4 seconds.)

Eh ... It's true, it's not your best. All in all, Raichu actually doesn't seem very powerful ... Aside from Body Slam, the rest of his specials are weak. I like his final thunderbolt, though. It's a good moveset, but not that good. Raichu's moves need a bit more kick too.
Instead of charge... what about Light Screen? Lightning tail isn't really a move, but iron tail is. Also it would be cool if you added focus punch in there... nice KO ability and charge time makes a decent disadvantage.
Yea, but I al;ready have Focus Punch on another set, I dont wanna repeat myself. I added a new move, but just because it isnt an actual move doesnt mean I cant use it right?
Btw, should there be a move in D & P that boosts electric moves? I mean like a weather, like thunderstorm or something.

Your up B is basically volt tackle; that's what Pikachu's Final Smash was loosely based on. How about you put in Charge Beam? That's a very cool electric move.
Charge Beam damages the target and has a 70% chance of raising the user's Special Attack.
So basically it's like a charge... but in attack version.
