What Bliss is saying is that don't dwell on the one girl because you will eventually become heart sick and will do something stupid. So if the girl you fancy blows you off, don't continue to chase after her because she will continue to blow you off and you will end up hurt.
So don't put yourself through that, usually it is the woman who decides to be in a relationship. It isn't 50/50, more like 40/60 so if the girl says no chances are you wont be able to persuade her.
