The 400D is a terrific camera! The kit lenses are kind of so-so, not bad but not nearly as good as Nikon kit glass (I'm a Nikon person in general - even back to non-Dig SLR's).
You might consider getting the 400D body only, *then* buying better lenses - there's some good stuff 3rd party as well like Tamron and Sigma - a camera is only as good as the lens (though you don't have get crazy and buy L-series product). Some of the aftermarket even has IS/OS (stabilization) which is super helpful, especially with 100mm+ focals (and no tripod).
Nikon has a new small chassis DX coming out - D60, auto-cleaning, 10.1MP - I think it has most of the same specs as the D40/D40X, though I read somewhere the AF might be boosted to 11-point like the D80. I think it's going to kit with the newer VR version of the 18-55mm (which is an awesome lens).
If you decide to go Nikon a D40, 18-55mm, 55-200mm VR-II and SB-400 flash will set you back less than < $900 which is a hell of a kit.
