Roms are illeagle as you are not using the original medium of which they were created. Just because you own a copy of something does NOT give you the right to copy it. Look at the RIAA they are suing people even if they own copies of the CD in question. The courts have struck down the idea that you are merely archiving a piece of software, music, or movie.
Furthermore even if you are asserting the right to copy for use of archiving you still are not allowed to modify the original code of said product thus rendering your activities illeagle.
