TV OUT = A video/Audio signal will be sent
from that device. I.e. If your computer has a TV OUT socket on the video card, this means you can display video from your computer on an external device (e.g. a TV)
TV IN = Denotes Video Capture Hardware, which in simple terms means a video signal can be sent
to that device.
