It is to do with the amount you use it online. If you exclusively use the wheel it will turn gold when you play online (it's still white offline) after a certain amount of play. If you use another controller then return to the wheel it will go white.

I used the wheel exclusively to begin with and then had a small dalliance with the wiimote / nunchuk combination before returning to the wheel. My wheel usage is 98% and I have a golden wheel symbol.
