I have a super mario galaxy that I have been playing. but the disk sometimes has static. I am going to exchange for a new game. My question is will the new game work with my saves from previous or will I have to restart from the beginning?

yes it will work with your previous save. It saves the file onto the wii (or an sd card if you work that way).

What do you mean by the disc sometimes has static?

Typically is a disc is damaged it will either not work at all or just suddenly freeze up at some point (where it can't read data from the disc anymore)

It sometimes has lines going horizontally as if someone were using a hair dryer nearby.

Hmmm... you may want to call Nintendo support. It's possible that it's not the game but is a problem with your Wii, but it's hard to say for sure.
