yes... you have to use a game that supports online mode... and both people will likely need broadband internet access.

you will also likely have to live in the same region... (North America, Europe, etc)

Tiger Woods 08 does not have online multiplayer. Very few Wii games do. One game which does is Mario Strikers Charged (a soccer game).
