What are you smoking? The Chinese government does block some sites, but mostly they're porn, and a few news sites that they don't like. They certainly don't block access to Nintendo's servers. I know, I lived in China for the past 6 years and I've still got a lot of friends there that I talk to, online, regularly.

You may be able to play with other owners of Japanese Wii, because the online play, afaik, is region locked. Friend codes are mostly only for a certain region, so if your game is Japanese, you can only play with other Japanese gamers. So, theoretically, if you can get your Wii online (you can, with a router, etc), you can play online with people. But you'll need a really good cable/DSL connection, and I know for a fact that cable/DSL is pretty slow in most areas of China; that may be your one big problem.
