It could be Nintendo's server being busy, try at random times of the day. I am not a USB pro, but after reinstalling it that many times with nothing else changing I would look towards getting a new adapter. If you feel something has changed go back and redo all of your connection settings.
Also, if you have people in closeish proximity to you, try searching for a wireless connection to make sure it isn't the Wii network controller, you don't have to connect, just search.
You could also try pulling the plug/plugging back in the Wii so it will fully reset, wait around 90sec before plugging back in Nintendo says.
Just to be sure, we are talking about the wireless usb access point attached to your computer correct? (not the lan adapter)
If so, make sure Windows Defender is off/allowing the usb connection. If you recently updated to Vista sp1 this could be the case, as it turned my Windows Defender back on.
