Don't worry. You don't have to pay. Unless Nintendo decided to go crazy today and announce this, you'll be able to play for free.

Pay to Play, as it stands is more of a downloadable content solution.

You can buy things like new songs or clothes for your character for GH(when a game supports it, which GH doesn't)

As stated above, the Pay to Play service will most likely include extra downloadable content for games however it has also been rumoured that it may be an enhanced version of the Nintendo Wi-Fi Connection which you would pay for (probably subscription based) but get extra benefits eg VOIP chat etc. Similar to the XBox Live service.

Yep the Free Service will always be there. The pay to play is for extras that is it. You will always be able to buy an online game and play it for free, just some of the extras in the future like DLC and Chat may be charged a fee for.
