kirby superstar ain't aviable in europe so I have to get it by gift and I was wondering if someone could gift it to me?

You can't do it, it says so on the Wii Shop Channel guide. Besides which, we don't allow gift requests on this forum.

I've heard that you can gift VC games outside of your country by changing the country setting on your Wii. Not sure if that would work with PAL and NTSC systems though.

No, it doesn't let you go between PAL and NTSC. Also, you'll lose any unspent Wii points on your console, so be careful if you intend to do it.
