How can they say there are issues.. Then still give it a 10. I think they overreacted on this game. They never give out a 10. I know the game will be good.. but still.. not worth a 10 from IGN. Will be getting it hopefullyy!

You got to remember
Not every one likes the same games
Presonaly i think the GTA games fall under the same bracket as the Halo, Grand turismo and any movie licence and that is they all get over hyped

I've always thought Hilary Goldstein was an awful reviewer. His reviews are usually self contradicting and he often overrates games.
Throughout the 7 page review he points out issues with the game yet ends up giving it a perfect 10, he says that the phone becomes a nuisance yet says it is genius in his final rating (hasn't a phone been part of GTA since its 2D 8bit days anyway, so why exactly is it genius?). He says that the city is smaller and you can't go in many buildings but then says it's pushing boundries.
If a game can be frustrating in a bad way then how can it be 10-10, he should have given a 9.7 to 9.9 which would have looked more credible to what is actually written in the review. Instead it just looks like it's overhyped, being the same old GTA but with prettier graphics which shouldn't warrant a 10.
Probably will be a dream come true for GTA fans though, especially with multiplayer.

Just a result with what talented developers can do these days. I'm not a huge fan of the series, but it's no doubt a great game.

10/10 is as perfect as perfect can get. NO game can actually be perfect, like a human being or any complex structure of any sort. so 10/10 means it as perfect as perfect can possibly get.

They have consoles that are not limeted
Talented programers do things like Resident Evil on the Gameboy addvance (why didnt they realese it)
