As for starter Pokemon names, I'm not really great on naming them, but I believe that these Pokemon should appear in the next generation:

-Vespiking (4th generation only female Combee's can evolve).

-A male form of Khangaskan (which sort of impliments your Grass Kangaroo type)

-Pre evolution form of Dodou(sp?) where it's just a single headed bird.

-Steel, Rock, Poison and Flying types for Evee

-New introduction to "Dark" evolutions. Such as how Evee had a dark form, I believe many pokemon should also have a "dark" type of form, in which they evolve in resentment toward their trainer.

And here's the rest that should have pre-evolved forms:

Psyduck
Scyther
Lapras
Shellder
Seviper
Pinsir
Heracross
Zangoose
Kanghaskan(male and female forms)

And personally I think Magikarp should have two forms, one where he transforms into Gyrados, and another which is a much more magestical form and is only done if you treat a Magikarp with the utmost care.
