Bowser's Down-B is slow and has a decent amount of starting lag. If he uses it in midair, you can just easily air-dodge and then counter with an aerial.

Also, Sonic's F-Smash isn't too hard to deal with, and Bowser's Down-B can be severely punished if timed incorrectly. You're a Ness main. Use PK Fire.
