There is only one explorer in St. Claire's camp. He's in a cage directly across from the one Harry is in at the beginning of this level.
Note that there is a known bug in the game that sometimes causes the "Native Notes" to show that you found 0 of 1 explorers on that level even though in fact you already found him. This does not affect gameplay, as the information posted when you save the game will be accurate.
