unsure still, so far all that i have gotten have been from galaxies that i have unlocked and have known about.

also i think the developers of this game were on an acid trip when they made this game..it is SOOO trippy when you are straight..its craazy..i love it

I like collecting those as well.
Getting the extra life is worth waiting around for a min and collecting them.
Plus you need them for other things.

I have 37. I do not leave a galaxy/observatory, until I got all the starts (When I opened the third observatories, there were 4 of 5 galaxies aval )
