In Space Junk Galaxy, theres a question mark on 3rd star... What does that supposed to do?

It's just an unknown galaxy you have to unlock I think. Or it is one of them special galaxies where you only get one star, it's like a challenge planet.

Just collect more stars from the galaxies you can currently travel to.

It means there is a hidden star in that particular level.

Yup. Whenever you see a question mark like that, that's what it means. And I believe it shows a green question mark when there's a level where you need to find Luigi.

that is incorrect. the green question marks are for the green stars that allow you to go to the tri cornered planet. Luigi does give you one. The boards where you find Luigi in Honey Hive and in another he just gives you a regular star...he does give you a green one when you find him on top of the house though, but that's the only one. |

^ Incorrect. Luigi gives you two green stars. One in Battlerock and one in Good Egg.
