Super Smash Bros Brawl Level design

Ok, bein a newbi that i am, i just found out that SSBB has Level design

now i have some questions

if you go online and you have just created a level can you go to a random match and fight someone who dosnt have the map you just made?

Is this like unreal tournament were you can make a whole map with unlimited tools or is it like the give you tools to use

The camera is on a far away distance so it shouldnt take a genous to figure out you have to jump on the ledge to survive
