beggining of water temple

I'm at the really beggining of water temple and I don't know what to do. It's a cercular room, can you help ?

Jump off the ledge directly infront of the entrance to grab the bar. Your weight will pull it down releasing the gate infront of the door.

how can I jump exactly ? The bar is too high no ?

I mean, I found one that I can jump to grab the bar but the only thing that is doing is just turning the stairs
