blocked wi-fi?

ok so i went into a pokemon center to get on wifi, u know, downstairs.

but there was a lady there blocking my way saying there doing underground work there, whats up with that?

i can still get on the gts tho, anybody have this same issue, and how can i fix it?

yeah i beat the game, i got basically everything there is to get in it, including 20+ lvl 100's that i trained personally, and a few others that i traded for

this happened to me once but it was only in a few places try going to another town and see if you can get down.
