D/P/PLT trading to HG/SS

does anyone know if your going to be able to trade right away? bc i would like to get some of the event pokemon from my Diamond into my SSilver. Pokemon like the pikachu colored pichu and the event jirachi going on now..both which unlock things in SS/HG.

I believe you need access to a pokecenter

i'm not sure if its available right away. i'd expect that you need to get the national dex first like usual.
