powerball with any of the first saiyans (raditz, nappa, vegeta (scouter)) and your get their great ape form

when it says "over 120 characters" do they count the super saiyan forms of characters like goku as a seperate character?

oh and also on the main menu goku and gohan say "here you can create your own characters. they just mean you can enter in passwords to unlock characters right or can u actualy create characters?
