In 1 safe house from each of the 5 areas you can hire a scantily clad female (dressed in a basque) as a member of your crew. She is level 5 (same level as Don of NYC) but you can hire her from level 3 onwards. Here's the 5 locations and the cost:

Little Italy - Bowery Hotel 20k
Hell's Kitchen - The Elegante 30k
Brooklyn - St Sebastion Hotel 40k
Midtown - Savannah Hotel 50k
New Jersey - The George Gotel 60k
