Good sig making software?

Well I am interested in staring to make some sigs.
Seems fun.

But I need to know of some good free things that make them, or to know good ones that are available to be bought. (Reliable ones though)

From personal experience, I would suggest Photoshop for these sort of art pieces, but it can be very expensive. GIMP on the other hand, is a free software, but it is not as powerful as Photoshop. GIMP can however, produce some excellent pieces in the hands of an expert.
