How can you tell if signal strength is good?

So, my Opera browser was loading pages a little slower than it used to.

So, I go into internet connections, click on an unused internet thing, and then click "Search for an access point."

Well, the signal strength looks like it'd be weak.

Because you have your base loooking tower with the big green rectangle.. And then I have 5 black bars going to the right.

Are they supposed to be green? Or what?
I'm just wondering, because I moved it around, and one of my black bars dissapeared. So I moved it back.

But I'm just wondering, should htey be black bars or green bars for full strength?

yeah the better the connection the more the green bars.
