And imageshack is free, but I had problems with it before, so i quit.
But ya. You can google search for one, save it to your computer, shrink it in Paint (or whatever picture editing program you have), save the new image, then you can upload it directly from your computer in the "Edit Avatar" section of your User CP.

I have found infranview to be very helpful in making an avatar. I have made all my avatars with it.

Just open the picture with it and then click on options. You will see an option that says resize/resample and you can change the size there. You can also edit the picture in different ways of course.

You did not save the file in a supported format. Thats like putting a square through a circular hole. It just doesn't work.
I recommend selecting the .png format because it is a small, yet high quality picture file. Once you upload the picture, select the URL a.k.a. "website link" (it should look something like http://www.imageshack.us/blablablayadayadayada.png/) and copy it. Then, go to your control panel on WiiChat and paste the link. Viola! You have a new avatar!
