Is the wheater and news-channel already online?

Because I do can get online for shopping and buying games but when I try to get in the wheater or newschannel I have to do an update first.

But when I try to install the update a get a message that he can not install the update because it's already on my system.

So if it's already on my system why is he asking for an update first???
