This is not considered modding.

Well if someone where to go ahead and do something like this, it would be considered "modding" (anything that modifies something, appearance or technical), and it certainly is possible.

Its not modding because it isn't actually changing anything. They are just putting stickers over it.

they're normal Wii's with stickers of whatever design on them
