stuck on hawk

Help. I'm stuck on what seems to be a ridiculous bit. I am in Ordon Village as a wolf trying to get a shield. I realise that I have to jump up to the pillar to scare the man but I can only seem to get onto the waterwheel for a second before I am knocked off by the hawk. This is becoming a little frustrating! Any ideas?

i think you need to get to the fat lady's shop to trigger an event.

go near the ramp looking thing outside the fat ladys shop....something might happen there....Same thing happened to me, couldnt figure it out, but then i did.
