Another reason I think it will not be, is because on most ROM sites, the Nintendo games for N64, SNES, NES, etc have ESA protection. So they want them to go to VC, not the ROM sites. Not the sites do have 3rd party stuff, but they surprisingly actually had Super Smash Bros available for download. I wanted it to come out for VC... It may thought, but not for a while.
